How to Adopt a Dog Through Dubai Municipality's New Online Platform (2026 Guide)
Adopting a dog in Dubai used to mean knowing someone, following the right rescue account, or turning up to a weekend adoption event and hoping. As of late July 2026, there is an official route: Dubai Municipality has launched a digital pet adoption platform, launched alongside the new Animal Welfare Shelter in Al Warsan on 27 July 2026.
You can now browse the cats and dogs currently available, see their photo, breed, age, gender and temperament notes, and book a slot to visit the shelter — all before you leave the house.
Here's exactly how it works.
---
The short version
| Who runs it | Dubai Municipality — Veterinary Services Section |
| Where | Animal Welfare Shelter, Al Warsan, Dubai |
| Opened | 27 July 2026 |
| Platform | Dubai Municipality services hub (Service Code 4130) |
| Login | UAE PASS |
| Minimum adopter age | 21 |
| Animals available | Cats and dogs, health-checked, vaccinated, neutered/spayed and registered |
| Costs | Vaccination and registration fees payable by the adopter |
| Allocation | First-come, first-served among applications that meet the requirements |
---
Step 1: Browse the available dogs online
- Go to the Dubai Municipality service page: hub.dm.gov.ae — Service Code 4130
- Click "Apply now".
- Log in with your UAE PASS.
Once you're in, you'll see a listing of every animal currently up for adoption. Each entry includes:
- A photo of the animal
- Its name
- Breed
- Age
- Gender
- Notes on personality and temperament
That last field matters more than people expect. A four-year-old, calm, already-socialised dog is a completely different commitment to a nine-month-old with no lead training, and the temperament notes are your first filter.
Step 2: Select a dog and book a viewing slot
Choose the animal you're interested in and book a time slot to visit the shelter. The Al Warsan facility was purpose-built for this: it has a dedicated pre-adoption viewing area and interactive adoption rooms where you can actually spend time with the dog before you commit to anything.
Take that seriously. A photo tells you nothing about whether a dog will settle in your apartment, cope with your building's lift, or tolerate your kids. The meeting room exists so that both of you can find out.
Step 3: Complete the adoption at the shelter
If the meeting goes well, you complete the paperwork on site. Applications are processed immediately — approved or rejected — and animals are handed over to their new owners once the required procedures are complete, including payment of vaccination and registration fees.

Which animals end up on the platform?
Dubai Municipality lists animals that come into its possession in three ways:
- The animal is handed over to the Veterinary Services Section by its owner.
- The animal is found as a stray.
- The animal is handed in and the owner isn't identified within three working days, as specified in Local Order No. (11) of 2003 concerning Public Health and Safety in the Emirate of Dubai.
Conditions an animal must meet before it can be listed
- It must be in good health.
- It must belong to a breed permitted for adoption.
- It must be neutered or spayed.
- It must be vaccinated and registered in the Dubai Municipality system.
This is the quiet advantage of the official route over an informal handover: the dog you're looking at has already been health-checked, sterilised, vaccinated and entered into the municipal system. There is no ambiguity about its records.
---
Are you eligible to adopt?
Dubai Municipality's conditions for adopters:
- You must have no record of animal abuse or harm.
- Men and women may apply, provided the applicant is at least 21 years old.
- You must pay the vaccination and registration fees.
- If you have previously surrendered an animal to the Veterinary Services Section, you cannot apply to adopt through it.
That last rule is the one to read twice. Giving up a dog to the municipality closes the door on adopting through this channel later — a deliberate deterrent against treating adoption as reversible.

Why Dubai built this
The platform sits inside a broader municipal push. Officially, it supports pet adoption "in a manner that meets the highest international standards" and Dubai's ambition to be the most civilised city in the world. Practically, it does three things at once:
- Reduces the stray population by placing animals in homes that meet basic welfare standards rather than leaving them in circulation.
- Protects public health, by minimising the risks associated with unidentified animals or animals with no health records.
- Gives residents an easy, legitimate route to help an animal that's in a bad situation — without needing to navigate a private network.
The Al Warsan shelter backs it up with infrastructure: a veterinary clinic, a surgical operating theatre for rehabilitation, the viewing area and the adoption rooms.

Before you click "apply": the honest checklist
An online platform makes adoption easier. It doesn't make it lighter. Work through this before you book a slot.
Housing. Does your tenancy contract actually permit dogs, and has your landlord or building management confirmed it in writing? This is the single most common reason UAE adoptions fail. Our guide to dog-friendly neighbourhoods in Dubai covers where this is easiest.
Summer reality. From May to September, a dog in Dubai needs walks before sunrise and after dark, plus indoor enrichment for the eight hours in between. Read hot pavement and paw care before you commit.
Budget. Beyond the vaccination and registration fees, plan for food, annual vaccinations, parasite prevention, grooming, boarding when you travel, and an emergency vet fund. Our vet directory and kennels directory give you a sense of local pricing.
Travel and exit plans. Expat life moves. If you might leave the UAE in two years, price pet relocation now, not later. A dog adopted in Dubai should be leaving with you.
Time. A newly adopted shelter dog typically needs weeks of decompression — not immediate outings. Plan the first fortnight around being at home.
There's more detail in our full guide: what to do before adopting or buying a dog in Dubai.

The municipal route vs. private rescues
The Dubai Municipality platform is not a replacement for the UAE's rescue community — it's a parallel option, and each suits different people.
| Dubai Municipality platform | Private rescues & shelters | |
| Discovery | Official online listing, UAE PASS login | Instagram, WhatsApp groups, weekend events |
| Animal records | Vaccinated, sterilised, registered as standard | Usually done, but verify case by case |
| Process | Standardised, immediate approve/reject | Home checks, trial periods, adoption interviews |
| Follow-up support | Municipal procedure | Often extensive, foster-network backed |
| Best for | Adopters who want a clear, official, fast route | Adopters who want matching help and aftercare |
If you want to see both, our dog adoption directory lists UAE rescues, and our guide to animal shelters in Dubai and the UAE explains who does what. The Stray Dogs Centre's weekly adoption events remain one of the best ways to meet several dogs in one morning.
---
After the adoption: your first month
- Register and microchip — confirm the dog's registration is transferred into your name under Dubai Municipality rules.
- Book a baseline vet visit within the first week, even with a clean shelter record. Find one near you in our vet directory.
- Keep the world small. Quiet indoor space, a fixed routine, no visitors, no dog parks for the first two weeks.
- Start with lead walks in quiet areas before attempting anywhere social.
- Then go exploring. Our dog park directory and dog-friendly beaches guide are where the fun part begins — once the dog is settled and recall is reliable.
